Paul Doughty, Esq.
Paul Doughty is a 40+ year veteran of the fire service, an attorney with twenty years of experience, and currently the Fire Chief of the St Albans, ME Fire Department. He retired from the Providence, RI Fire Department after 32 years of service. His extensive experience includes career, combination and volunteer fire departments.
Paul has extensive practical experience in fire department special operations as well as arson investigations. Paul served on FEMA’s USAR MATF-01 and was a founding member and Operations Chief for RI’s state USAR team. Prior to retiring from Providence he served as Program Manager of Special Operations, and was a sworn law enforcement officer, where he was the OIC of the joint police-fire arson squad. He led numerous felony investigations, served as a member of a federal task force, and as the department’s liaison to the state fusion center. He also served as president of Providence Firefighters IAFF Local 799 for over a decade.
Paul has a bachelor’s degree in Fire Science from Providence College, where he served as an adjunct faculty member in the Fire Administration program. He also has a law degree from Roger Williams University School of Law and attended Harvard Law School’s Labor and Worklife program. Paul’s legal practice focused almost exclusively on fire service labor and employment law for twenty years before retiring.
Paul has extensive experience teaching firefighter discipline, fire service discrimination and harassment, as well as fire ground, technical rescue, and legal subjects throughout the country including at FDIC, Firehouse Expo, and many state and local fire conferences. In addition to having served on several NFPA Technical Committees he also authored a new chapter in NFPA’s 2023 edition of the Fire Protection Handbook, “Understanding and Addressing Discrimination and Harassment in the Fire Service.”
His presentations and consulting now focus on fire service liability, discrimination, fire fighter discipline, and conducting workplace investigations.

Bill Maccarone, Esq.
Bill Maccarone has over twenty years’ experience as a firefighter. In addition to working full-time as a Fire Captain for the North Kingstown Rhode Island fire department, Bill also works as a practicing attorney. Bill received his Bachelor’s degree from Rhode Island College with a double major in public administration and political science with a minor in labor studies in 2006. Bill also received his Juris Doctorate degree from Roger Williams School of Law and a Master’s of Science degree from the University of Rhode Island in labor relations and human resources in 2012. Bill is licensed to practice law in Rhode Island and Massachusetts and is a practicing member of the United States District Court, District of Rhode Island.

Brad Pinsky, Esq.
Brad Pinsky is a practicing attorney representing fire departments, fire districts, ambulance services, and individual emergency medical technicians and firefighters throughout New York State. He has over 30 years of experience as a firefighter and emergency medical service provider, including serving as the Fire Chief for the Manlius Fire Department, a combination fire department running over 2600 fire & EMS calls a year. He lectures nationally at fire and EMS conferences, and has been published regularly in national and state fire and EMS trade magazines. More on Brad.
